Political Experience and Political Organization Membership:

1. What is the depth of your experience in Criminal District Court? Number of jury trials? Number of judge trials? Magistrate Service? District Attorney's Office? Service?

As a Former Assistant District Attorney I conducted over 80 Jury trials and over 100 Judge Trials in Criminal District Court. In Juvenile Court I handled Delinquency trials and Neglect Cases. In Magistrate Court I handle bond setting during arraignment at first appearances, conducted extradition hearing, forfeiture hearing, probable cause /preliminary hearing and bench trials. Further, as an Assistant District Attorney in the Appellate Division I handle post-conviction relief applications hearings, appeals, writs, and federal habeas in Federal Court. Also, as an Assistant District Attorney assigned to the Civil Division of the Child Support Enforcement Division with the District Attorney's Office responsible for collection of child support arrearag es.

As a former Judicial Law Clerk and Research Attorney I have drafted over 500 opinions addressing various criminal issues. Also, I have handled over 250 writ applications, hundreds of motions depositions and drafted orders. I have drafted over 75 dissents and concurrences.

2. Have you ever been subject to a disciplinary ruling by the Office of Disciplinary Counsel, the Judicial Commission or the Louisiana bar Association?

3. How will you avoid the public perception that attorney contributions to judicial elections lead to favoritism in judicial rulings?

I plan to overcome the public perception that attorneys contributions to judicial elections lead to favoritism in judicial rulings by consistently providing fair and unbiase d determinations of matters before me; according to the facts presented and the applicable law.

4. What steps do you think the Criminal District Court system should implement to repair the crime situation in Orleans parish, other the long-standing, chronic problems, and the present escalating situation? Will you initiate these measures from you bench?

I will initiate the following measures from the bench:
1) Evaluate and take inventory of the entire docket within the first sixty (90) days of taking the bench., give priority to older cases ,and assign motion and trial dates to all docketed cases.
B) Quarterly meeting with the District Attorney and the NOPD Police Chief.
C) Have a completed Victim impact/p osition statement in the record for Review by the Court, Prosecutor and Defense Counsel.
D) Incorporate community service into sentencing whenever possible to assist the community in rebuilding as well as providing the offender the opportunity of being part of the rebuilding process.
E) Conduct mandatory pre‑trial conferences before the day of trial to insure the efficient flow of cases and avoid unnecessary inconveniences to jurors, witnesses, law enforcement agents and all other related departments of the criminal system.
F) Issue long sentences to violent offenders, provide drug treatment and counseling to young and first time offenders
G) Require defendants to obtain their GED or stay enrolled in school as a condition of probation
H) I will not set minimal bond amounts for persons arrested for violent crimes or career offenders, sexual deviate crimes or crimes in which guns were utilized.
I) I will work to open and improve communications between law enforcement, the District Attorney's Office, other Judges and the community, to achieve and/or create a cooperative environment which will facilitate the effective administration of justice.
J) I will be visible and available to the community for instruction and education to the public, police, attorneys, students and other leaders. I will work with researchers, educators and others, to seek new ideas and resolutions of the issues faced in our local criminal justice system.
K) I will ask for community assistance and/or federal/state funding for the evaluation, treatment and rehabilitation of mentally incompetent defendants in order that those...
