OVERSEAS VOTING AND REGISTRATION IN ALL ELECTIONS
Military and citizens assigned or living overseas are entitled to vote in all elections conducted in the precinct of their active registration. This includes all Federal, State and Municipal ballots. Overseas military and citizens must apply to the local registrar of voters to receive the comprehensive ballots.
If the citizen or military member is already registered, ballots will automatically be sent to the citizen or member of the military through two general Federal election cycles or two years if a request is sent to the local Registrar of Voters. The request may be made by mail or by fax. The ballots may be sent by mail or by fax.
Because local and state election laws apply, you must be registered to vote at least 30 days prior to the election.
A request for a single ballot may be made as late as the day before the election if it is sent by fax. The ballot must be returned by fax in order to be counted. Any ballots received after the polls have closed locally will not be counted.
If the citizen or military member registers or requests a ballot on-line through the Federal Voting Assistance Site, then a hard copy of the request must be sent to the local registrar of voters. The local registrar of voters must receive a hard copy from the potential voter in order to be eligible to vote in local and state elections. OVERSEAS VOTING IN U. S. FEDERAL ELECTIONS ONLY
The U. S. Government sponsored Federal Voting Assistance Program (FVAP) is available to all members of the Uniformed Services, the Merchant Marines and any overseas U.S. citizens. Through the FVAP, you may register and vote in any of the Federal elections. Your legal voting residence can be the state or territory where you last resided before entering the military service or your permanent duty station. Family members can have a different legal voting residence from the military member. Family members follow the same procedures as military personnel.
Forms for registering to vote and write-in absentee ballots can be found at http://www.fvap.gov. If you are already registered to vote, you can request a Federal Write-in Absentee Ballot by mail or electronically at the website. When you register and vote through the FVAP, you will not be voting in state or local elections. To receive a copy of local ballots you must send a hard copy of the registration to the local Registrar of Voters. It is recommended that you apply to register to vote at least 45 days prior to a Federal election. It would be wise to send in a voter registration application each January to ensure receiving your absentee ballot throughout the year.
Absentee ballots must be returned by mail or faxed. If you have not received a write-in ballot at least two weeks before an election, contact the military Voting Assistance Officer or the local Registrar of Voters. Always return your absentee ballot whenever you receive it. Louisiana will not count ballots received after the polls have closed.

All overseas absentee ballots must be witnessed, but they do not have to be notarized. Because these ballots will be viewed and counted by election officials, these are not secret ballots. This information is not shared with any other persons, offices or officials.
You will have the option of using ranked voting on the FVAP absentee ballot. Ranked voting means that you will indicate your first, second and third choices of candidates for office. This method ensures your vote will be counted in the event of a run-off.
